Is there any good special FX/video editing software out there that’s free/cheap?

I want some software that can do cool special effects, that’s free and can run on a relatively pathetic system.

Could someone help?

I have Sony Vegas 7, and if anyone could tell me whether that can be used for After Effects quality effects, that would be good to.

You can do lots of cool stuff with Vegas, if you can get it to run on your pathetic system. In most cases you need a pretty decent system for video editing, lots of CPU intensive processes going on.
